The purpose of the SVCC e-library
is to serve the synchronous and asynchronous distance education programs
offered through the curriculum; to enhance reference and research formats that
support on site and distance classes; and to support the collection levels
listed in the Collection Development Policy.
This electronic library
development plan will include collection strategy, collection organization and
collection maintenance. The goals are to:

Annually, increase
the number of electronic books supporting Collection Levels #2 and #3 by 10 %
of the materials budget.

Annually, increase
the number of electronic components to our existing list of periodicals
supporting Collection Levels #2 and #3 by 2% - 5% of the materials budget.
Collection
Strategy
A
Selection Committee for electronic format is composed of the Library Director, Acquisition
Librarian, and Cataloging Librarian.
Suggestions
are received from staff, faculty, and students. In addition to Patron word-of-mouth
recommendations, flyers, etc., the library subscribes to resource reviewing
sources such as CHOICE.
Choice: current reviews for academic libraries (monthly) the magazine is reviewed by the acquisitions librarian.
When
the purchase is approved by the Library Director, license and purchase is
negotiated with the vendor or source by the Cataloging Librarian and
Acquisitions Librarian then signed by the Library Director. A record is created
and filed.
Selection
Standards

Web resource permits access via IP
address rather than individual passwords.
·
Resource is user-friendly.
·
Electronic content should provide
substantial added value such as full-text.
Licensing
Considerations
·
Vendors should employ a standard
agreement that describes the rights of libraries and their authorized users in
terms that are readable and explicit. Agreements should contain consistent
business and legal provisions, including, for example, indemnification against
third-party copyright infringement liability and permission to use records in
personal bibliographic systems.

The confidentiality of individual users
and their searches must be fully protected
·
License should permit "fair
use" of all information for non-commercial educational, instructional and
research purposes by authorized users, including unlimited viewing, downloading
and printing
·
Authorized users should include
faculty, staff and students of SVCC and may also include the entire service area
community. Off-site locations are included and are preferred.
Collection
Organization Plan
The
e-library has four components all of which may be accessed from the
Library's Web page at www.sv.vccs.edu/lrs. The four components are electronic
periodicals, scholarly web-based resources, electronic books and electronic
databases. The e-library includes:

Collection
Maintenance Plan
The
e-library will be reviewed, evaluated and maintained annually during the months
of May and June prior to the beginning of each budgetary fiscal year. Responsibility
will be shared by the Library Director, Acquisitions Librarian and Cataloging
Librarian. The Blackboard Web Master will be consulted regarding updates and posting
through Blackboard (the tool used for offering cyber classes via SVCC).

renew or stop subscription based upon availability of new products that are
relevant to classes taught.

Consideration for replacement of an
item relative to scope and relevance of new products.

Check for active links to resources.
